Governor Greg Abbott announced plans last week to gradually reopen hair salons, barbershops, nail salons, and other Texas businesses that have been closed due to the coronavirus pandemic. Swimming pools can also reopen, but many cities are choosing not to do so.

Governor Greg Abbott announced last week that hair salons, barbershops, nail and tanning salons can all reopen at reduced capacity starting May 8.

The governor’s office said the number of daily confirmed cases is expected to increase due to reopening the economy.

Guidelines surrounding the reopening of these businesses include one customer per stylist, and people can only wait inside a salon if they maintain proper social distancing protocol. Appointment scheduling is highly encouraged and some Texas salons are going a step further and making it a requirement.

Both stylists and customers are encouraged to wear face masks during this critical time.

“This allows these types of businesses to open up, but it doesn’t require them to do so,” Abbott said. “Every owner of every salon should use their own best judgement.”

Thursday morning, Governor Abbott modified his executive order removing jail time from the list of actions a city or county can take to enforce his executive orders. This prompted the Texas Supreme Court to demand Dallas salon owner Shelley Luther’s release from jail for reopening her business despite a cease-and-desist order in place. The modified order is retroactive to April 2 and supersedes any local orders.

“Throwing Texans in jail who have had their businesses shut down through no fault of their own is nonsensical, and I will not allow it to happen,” said Governor Abbott. “That is why I am modifying my executive orders to ensure confinement is not a punishment for violating an order. This order is retroactive to April 2nd, supersedes local orders and if correctly applied should free Shelley Luther. It may also ensure that other Texans like Ana Isabel Castro-Garcia and Brenda Stephanie Mata who were arrested in Laredo, should not be subject to confinement. As some county judges advocate for releasing hardened criminals from jail to prevent the spread of COVID-19, it is absurd to have these business owners take their place.”

HAIR SALON, NAIL SALON, BARBERSHOPS, TANNING SALON – REOPEN TEXAS RULES:

Hair salons, barbershops, hail salons, and tanning salons may reopen May 8 in Texas if they follow these basic guidelines:

One customer per stylist
Customers are encouraged to make an appointment
Salons are discouraged from accepting walk-ins
People can wait inside only if they follow social distancing guidelines, otherwise they must wait inside their cars
Stylists and customers are both encouraged to wear face masks
Not a requirement to reopen
