Governor Abbott announced today that he is letting the “stay-at-home” executive order expire this Thursday, explaining that Texas COVID-19 recoveries will soon exceed the number of total cases in the state.
During the briefing, Abbott said COVID-19 in Texas “has been on the decline in the past 17 days.”
He also said that Texas has the third most recoveries from COVID-19 in the United States. He said that the hospitalization rate in Texas is holding steady.
Abbott wants “Texas to know they’re not alone in this fight” which is why he is deploying 3,000 members of the Texas National Guard across the state to man 25 mobile COVID-19 testing sites.
There will also be three fixed testing sites in Houston, Huntsville, and Kingsville.
Reopen Texas: Phase One – Starts May 1

Abbott said that even though he is letting the stay at home excutive order expire as scheduled, he wants Texans to know that the state is not “going to open up and hope for the best.”
The first phase of the gradual reopening of Texas will begin this Friday, May 1.
What businesses can reopen in Texas on May 1?
The following businesses can reopen, but occupancy rate is capped at 25%:
- All retail stores
- Restaurants
- Movie theaters
- Malls
- Libraries
- Museums
Additionally, these activities can start May 1:
- Outdoor sports – no more than 4 participants
- Churches – expanded services
These businesses are NOT allowed to reopen in Texas May 1:
- Hair salons
- Barbershops
- Bars
- Gyms
Governor Abbott reminded business owners that “this is permission to open, not a requirement.”

NO FINES ALLOWED For Not Wearing A Face Mask
Abbott also made it clear that his orders supersedes county and local laws. Counties and cities cannot fine people for not wearing a face mask or cloth face covering in public.
What businesses can reopen in Texas on May 18?
Governor Abbott says around May 18 that he hopes there can be even more reopenings which could include hair salons, barbershops, bars, and gyms.
Businesses that have already reopened will be able to, hopefully, expand occupancy rate to 50%.
